When essential expenses leave no room for a tax payment

The IRS may temporarily delay collection for financial hardship. It must review the situation before deciding.

Understand the temporary delay

If paying a tax debt would create financial hardship, the IRS may place the account in currently not collectible status, often called CNC. Most collection activity is temporarily suspended. If a payment would leave you unable to cover necessary living costs, gather the financial information needed for that conversation. You do not have to choose a payment amount just because a website displays one. You do need to respond to your notice and explain the actual circumstances through the appropriate IRS process.

Build a clear picture of your finances

Start with income records, recent account statements and the bills that show necessary monthly expenses. Include wages, self-employment income and other sources. Keep business costs separate from personal living expenses so they are not deducted twice. List what an expense covers and retain evidence. For example, separate a vehicle's payment from its operating costs, and avoid listing housing costs twice. Remember that assets matter too

Zero disposable income is only one observation. Cash, investments, real estate, vehicles and other assets may affect the IRS's analysis. Ownership, secured loans and access restrictions can matter. If your circumstances are unusual, explain them instead of trying to fit them into a generic asset field. Interest and applicable penalties continue under their rules. The IRS may apply a federal tax refund to the unpaid debt and may file a Notice of Federal Tax Lien. Keep current returns and tax obligations in view. A temporary collection delay is not permission to stop filing. Keep the IRS correspondence and any financial records you submit. If your situation changes, use the IRS's instructions for your account rather than relying on the date of an earlier worksheet.

Ask about the account directly

The IRS directs people seeking a temporary delay to call the number on their bill or its published individual assistance number. Have the notice, relevant tax periods and financial records ready. If you have a notice with a response or appeal deadline, keep that deadline separate from the hardship discussion. A general inquiry or a completed calculator does not establish that an IRS action has paused. Confirm the actual status of any request or action with the IRS.

Keep a dated note of what you provided and any further information requested. If the IRS needs documents you cannot obtain immediately, explain the difficulty and ask about the response deadline. A missing record should be identified honestly, not replaced with a guessed number.
